Money to help pay for replacing courthouse windows and two bylaws relating to the new medical marijuana law top a special town meeting warrant in West Tisbury tonight.

Voters gather at the West Tisbury School at 7 p.m. There are seven articles on the warrant.

The window replacement project at the county courthouse in Edgartown hinges on West Tisbury voters; the shared project has seen support from every other Island town at town meetings this year. West Tisbury voters turned down their share of the money at their annual town meeting in April, and the town selectmen decided to bring the matter back for a second try.

The article asks voters to allow $10,800 in Community Preservation Act money to go toward the project.

West Tisbury also will be the last Island town to decide two marijuana questions: one to prohibit public consumption and another to place a one-year moratorium on medical marijuana dispensaries in town.

A state law passed last fall legalizing medical marijuana. The law went into effect Jan. 1. The state Department of Public Health issued regulations last month. The moratorium is intended to give the towns more time to develop their own regulations. The state Attorney General said earlier this year that towns cannot ban medical marijuana dispensaries, but can adopt zoning bylaws for them.

The two bylaws have seen mixed results across the Island. Tisbury and Oak Bluffs approved the public consumption bylaw but rejected the one-year moratorium on dispensaries. Edgartown voters approved the one-year moratorium but rejected the public consumption bylaw. Aquinnah voters rejected the public consumption bylaw and did not vote on the one-year moratorium. Chilmark did not vote on either.

Voters will also be asked to put $10,000 either toward the county Integrated Pest Management program or to pay for a private pest management program.
