The Martha’s Vineyard Regional School District (the “Owner”) is seeking the services of a qualified “Owner’s Project Manager” as defined in Massachusetts General Laws Chapter 149, § 44A½(c) and as further defined by provisions stated in the RFS to provide Project Management Services for the design, construction, demolition, addition to and/or renovation of the Martha’s Vineyard Regional High School (the “Proposed Project”), located at 100 Edgartown-Vineyard Haven Road, Oak Bluffs, Massachusetts. The Regional School District is requesting the services of an Owner’s Project Manager to represent the Owner during the feasibility study and schematic design phases of the contract, which may be amended to include continued Project Management Services through design development, construction documents, bid and award, construction, and final closeout of the Proposed Project. The estimated total project costs of an approved Proposed Project may range from $20 million to $200+ million depending upon the solution agreed upon by the Owner and the MSBA and ultimately approved by a vote of the MSBA Board of Directors. A voluntary informational meeting and site inspection will be conducted by the School Business Administrator or his/her representative on Thursday, October 5, 2023 at 2:00PM at the Martha’s Vineyard Regional High School located at 100 Edgartown-Vineyard Haven Road, Oak Bluffs, MA 02557. REQUEST FOR PROPOSALS

The Town of Nantucket and the Nantucket Planning and Economic Development Commission (NP&EDC) has been awarded a Safe Streets and Roads for All (SS4A) Grant from the US Dept of Transportation Federal Highway Administration in conjunction with partners Martha’s Vineyard Commission (MVC) and Franklin Regional Council of Governments (FRCOG) to collaborate and develop safety action plans to address shared rural roadway safety challenges.

They are seeking a qualified engineering firm to complete a comprehensive safety plan for each Region. FRCOG is functioning as the Procurement lead for this collaboration and will accept sealed proposals for these services. Consultants must submit separate sealed non-price technical proposals and price proposals, plainly marked as such, and labeled “RFP 2023-2094 SS4A Engineering Services Proposal” in the lower left corner.

The awarded Firm must comply with all applicable State and Federal laws and regulations. NP&EDC is the fiduciary for this project and all contracting and payment terms will be with the NP&EDC. Prospective Consultants must request the detailed RFP from FRCOG’s bid website frcog.org/bids. By registering for the RFP, any subsequent Addenda, Meeting Notices or any other correspondence related to the process will be automatically provided via email.

A prebid information meeting will be available on October 2, 2023 at 3:00PM. This meeting will be offered via Zoom and is Non Mandatory. The Zoom link is included in the Schedule section of this RFP.

All proposals must be received by FRCOG, 12 Olive St, Ste 2, Greenfield, MA 01301-3313 by October 24, 2023 at 2:00PM. Emailed or faxed proposals will not be accepted. All Federally funded procurements require a DBE Participation Goal. The DBE participation goal for this Contract is set at 5.4% (five point four percent) of the total adjusted contract ceiling price. The FRCOG, on behalf of itself, NP&EDC and MVC, reserves the right to accept or reject any or all proposals, in total or in part, as they deem in the best interest of the public.
