"REQUEST FOR PROPOSALS" “AGREEMENT FOR PALMER AVENUE PARKING LOT RENTAL CAR SERVICES and HYANNIS TERMINAL RENTAL CAR SERVICES” CONTRACT NO. 04-2019

The Woods Hole, Martha's Vineyard and Nantucket Steamship Authority (the “Authority”) will provide office and parking spaces for one (1) rental Car Company at both its Palmer Avenue Parking Lot and Hyannis Terminal for use from May 15, 2019 through May 14, 2022. Parties interested in obtaining the agreement to operate the rental car services at the Palmer Avenue Parking Lot and Hyannis Terminal are invited to submit proposals, to enter into an “Agreement for Palmer Avenue Parking Lot Rental Car Services and Hyannis Terminal Rental Car Services” with the Authority. Such proposals must be submitted to the Steamship Authority's Procurement Office, which is located at its General Office Building, 228 Palmer Avenue, Falmouth, MA 02540, no later than 2:00PM prevailing time on Friday, March 8, 2019, at which time and place they will be opened in accordance with the RFP procedures. Proposals must be in sealed envelopes plainly marked on the outside of the envelope, “Agreement for Palmer Avenue Parking Lot Rental Car Services and Hyannis Terminal Rental Car Services.” Each proposer must submit with its proposal A PROPOSAL DEPOSIT in the form of a certified or bank treasurer's check in the amount of Five Thousand Dollars ($5,000.00), made payable to the “Woods Hole, Martha's Vineyard and Nantucket Steamship Authority.” Said check shall be given as security that, if the proposer is awarded an Agreement, it shall fulfill the obligations undertaken in its proposal. The check of the successful proposer also shall be deposited by the Authority and applied against the Rental Car Company’s payment obligations to the Authority pursuant to the Agreement. In the event the successful proposer fails to perform its obligations as set forth in its proposal, the check shall be forfeited by the proposer and surrendered to the Authority as the agreed amount of liquidated damages. The Authority shall have thirty (30) days from the opening of proposals to accept any proposal, and may condition an acceptance on successful negotiation of any revisions to a proposal or the proposed Agreement specified by the Authority when evaluating proposals. The Authority reserves the right to waive any informality in the proposals or to allow the proposer(s) to correct them, to reject any or all proposals, or to accept any number of proposals, with or without modifications, which it deems to be in the best interest of the Authority.

A petition has been presented to said Court by PAUL BETTENCOURT of Vineyard Haven, MA representing that he holds as tenant in common an undivided part or share of certain land lying in West Tisbury in said County of Dukes County and briefly described as follows:

The land with the improvements thereon, if any, in the Town of West Tisbury, County of Dukes County, Commonwealth of Massachusetts, more particularly described as being lot numbered sixty (60) as shown on "Map of Indian Lands at Christiantown, Martha's Vineyard, Made Under the Direction of Joseph T. Pease and Richard L. Pease,Commissioners, Appointed by the Judge of Probate, Under Chapter 463 of the Acts of 1869" on file with the Dukes County Probate Court, and being more particularly described as follows:

Beginning at the westerly corner of Lot No. 59; then by the same S 29° 13’ E, quite across the Indian woodland; then by land of the whites, S 67° 13’ W, to the road leading from Christiantown to West Tisbury; then by the rod, N 8° 30’ W, to a bound; then N 19° 30’ W, to a bound; and still by the road, N 33° W, to a bound; then by the road, N 24° W, to the place of commencement.

The common title to said land is derived under the following deeds:

Deed from George M. Buck of Brockton, Massachusetts, to Thomas J. Hyndman, dated May 14, 1896, and recorded with the Dukes County Registry of Deeds in Book 94, Page 390.

Deed from Nancy L. Dakin of Berwick, Maine, to Paul Bettencourt, dated February 17, 2018, and recorded with the Dukes County Registry of Deeds in Book 1461, Page 322, and

Deed of Diane Walker, of Saugus, Massachusetts, dated February 22, 2018, and recorded with the Dukes County Registry of Deeds in Book 1462, Page 728,

setting forth that he desires that all of said land may be ordered to be sold at private sale for not less than nineteen thousand and no/100 dollars ($19,000.00)

and praying that petition may be made of all the land aforesaid according to law, and to that end a commissioner be appointed to make such partition and be ordered to make sale and conveyance of all, or any part of said land which the Court finds cannot be advantageously divided either at private sale or public auction, and be ordered to distribute the net proceeds thereof.

The petitioner further requests that the costs associated with this partition action be divided justly and equally pursuant to G. L. c. 241, Sec. 22.

Notification Date: February 20, 2019

Pursuant to M.G.L. c.91 and 33 U.S.C. 1341 and M.G.L. c. 21 §43, notice is given of a Chapter 91 and 401 Water Quality Certification Combined Application by Vineyard Wind LLC to construct and maintain two electric export cables from the Vineyard Wind's Wind Development Area located in federal waters, passing through state waters with a landfall at Covell's Beach in Barnstable. The project includes dredging associated with the burial of the cables. Offshore components of the project are located in the municipalities of Barnstable, Edgartown, and Nantucket, in and under the waters Nantucket Sound and Muskeket Channel. The proposed project has been determined to be water-dependent pursuant to 310 CMR 9.12(2)(a).
