A proposed new building at the Martha’s Vineyard Airport business park could become the home of a second Offshore Ale Company brewing outpost.

The building also might house the Steamship Authority reservations office, which will lose its lease at the airport park in 2012.

Under plans under discussion before airport and Martha’s Vineyard Commission officials, a new 12,000-square-foot facility would house an Offshore Ale production brewery and service-to-sale front, but not an eatery, on East Line Road. The Oak Bluffs restaurant currently brews their beers onsite and in Buzzards Bay.

The lot is leased to Nicholas Catt and Laurence Clancy. In a letter to the airport officials, Mr. Catt said, “We are currently in discussions with the Offshore Ale Company who seek to be the lot’s principal subtenant [and] the Steamship Authority, who may seek to be the lot’s secondary subtenant.”

In June the Martha’s Vineyard Airport land use subcommittee approved a request by Mr. Catt and Mr. Clancy to begin the preliminary Martha’s Vineyard Commission approval process. The leaseholders appeared before the Martha’s Vineyard Commission Monday night for a preapplication review and returned to the airport and use committee yesterday.

Mr. Catt said the commission gave the applicants a series of action points and recommendations at Monday’s meeting.

“No one shot it down, no one said it was a bad idea, everyone we put it in front of seems to think it has merit,” Mr. Catt said yesterday.

Airport manager Sean Flynn said at the meeting he would like to compare the commission’s recommendations with the business park rules.

The group will return to the commission next month for another review.

In other food and beverage related business, Town Provisions owner Brion McGroarty is one step closer to having his liquor store at the airport approved. True North, LLC, representing Nectar’s and Flatbread, is applying to build an addition to the property where Mr. McGroarty would operate his package store.

Town Provisions has operated on Mayhew Lane in Edgartown for 21 years.

The land use committee received nine letters in support of the addition. Mr. Flynn said they will take the comments into consideration and take a vote at the next committee meeting to make a recommendation for the airport commission’s August meeting.

If approved by the airport commissioners, Mr. McGroarty will return to Edgartown town boards for permitting.

The land use committee voted to recommend to the full commission against any permit for the mobile food truck Irie Bites to operate at Nectar’s.

“This only serves to encourage more people on the outside of the building to be noisy,” Mr. Flynn said. “I think they have what they need on the premises as far as food goes right now. It’s not something that’s a logical fit for there.”

Flatbread Pizza still serves food during shows at Nectar’s.

Commissioner John Alley said Irie Bites must prove to the full board the truck is not a detriment to the property.

The vote was unanimous.

The committee also voted to allow Mr. Flynn to seek a legal opinion regarding a car rental solicitation issue at the airport. AA Island Auto, based in Vineyard Haven, has been renting cars at the airport without a concessionaire agreement. Mr. Flynn has asked them to stop.

“It appears they are content to ignore me and the airport and the fact they are not a concessionaire means they are not allowed to conduct business at the airport,” Mr. Flynn said.

Mr. Flynn said he would like to see a cease and desist order placed upon the rental company, and hold them responsible for any loss in revenue for the other rental companies who are concessionaires.

At the end of the meeting Mr. Flynn announced the airport is the recipient of the prestigious Willie F. Card award for excellent customer service and safety. The award is presented annually to the airport and FAA contract tower that best exemplifies professionalism and excellent air traffic control services. Mr. Flynn and airport administrator Deborah Potter will accept the award in Washington, D.C. on Monday.
