The Town of Oak Bluffs Board of Assessors is completing the Fiscal Year 2023 Revaluation as required by Massachusetts General Law Ch. 40, Sec. 56 to achieve full and fair cash value. The Assessors have pending Preliminary Certification from the Mass. Dept. Of Revenue. The proposed assessed values reflect the estimated market value of properties as of January 1, 2022. Values are based on sales in calendar years 2020 and 2021. The revaluation will result in value increases typical with the market area. The FY2023 assessed values are available on the Assessors page of the Town website: www.oakbluffsma.gov/167/Board-of-Assessors The dates for disclosure will be Tuesday December 6, 2022 through Monday December 12, 2022.

The Oak Bluffs Select Board will hold a Public Hearing on Tuesday December 27, 2022, at 4:45PM, at the Oak Bluffs Town Hall, Meeting Hall, 56 School Street, Oak Bluffs, MA to discuss the town’s FY22/23 regional CDBG application including housing rehabilitation and childcare subsidies serving eligible residents of Oak Bluffs, Tisbury and Chilmark. Residents from all three towns are invited to participate and will be heard. Written comments will also be accepted and considered and must be submitted by December 27, 2022, at 1:00PM. Request for Qualifications for General Contractors and Sub Contractors

Wastewater Treatment Facility Enhanced Nitrogen Removal

Upgrade Contract No. 2022-9, CWSRF# 7207 Town of Oak Bluffs, MA

Firms interested in bidding on the construction of the Wastewater Treatment Facility Enhanced Nitrogen Removal Upgrade project are invited to submit a Statement of Qualifications (SOQ) to the Town of Oak Bluffs, Massachusetts. This Request for Qualifications (RFQ) procurement is conducted pursuant to M.G.L. Chapter 149, Section 44 D1/2 and 44 D3/4. This RFQ is the first phase of a two-phase procurement process as set forth in M.G.L. Chapter 149. A Prequalification Committee has been established and is prequalifying firms interested in bidding on the construction of the wastewater treatment facility improvements project through this RFQ process. The PREQUALIFICATION COMMITTEE will evaluate submitted SOQs based upon the identified evaluation criteria and will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to bid in response to a detailed set of plans and specifications which will be issued in the second phase of the procurement process. The Town expects the bidding to be initiated on or about March 30, 2023.

A non-mandatory RFQ informational meeting is scheduled for December 7, 2022, beginning at 11:00AM at the Wastewater Treatment Facility at 17 Pennsylvania Ave, Oak Bluffs, Massachusetts.

The project involves renovations and improvements to an existing 0.3 MGD wastewater treatment facility located at 11 Pennsylvania Ave, Oak Bluffs, MA. The project will replace an existing SBR process with an MBR process. Ancillary equipment replacement and process upgrades will be performed including headworks screens, UV disinfection, pumps, blowers, modification to existing process tanks, sludge processing equipment installation, electrical and control system upgrades, and architectural renovations to the existing Operations and Filter Buildings.

The project will be subject to the minimum wage rates set under the Massachusetts Prevailing Wage Laws and Davis Bacon Wage Laws.

It is anticipated that the contract will be awarded by June 1, 2023.

Interested firms must submit an SOQ by the deadline set for submission. Only those firms determined to be qualified by the Prequalification Committee will be invited and permitted to submit a bid on the project. Firms that are not selected as qualified by the Prequalification Committee and firms that do not participate in the RFQ phase will be precluded from bidding on the project.

All further required public notice information regarding the Project, including the prequalification evaluation criteria and the selection process, is included in the RFQ which shall be available to interested General Contractors and Subcontractors upon request as outlined above.
