A 10-article warrant will come before Edgartown voters at a special town meeting next Thursday, with spending requests for fire truck maintenance and a new police cruiser, among other things.

The session begins at 7 p.m. at the Old Whaling Church on Main street; moderator Philip J. Norton will preside.

Voters will be asked to spend $37,000 to pay for extra shifts to cover two fire department employees who have been unable to perform their duties since July 1, 2010 for medical reasons. Fire chief Peter Shemeth will also ask for $28,000 to repair and upgrade the ladder truck for recertification. If voters approve, the money will be used to rebuild the turntable for the ladder.

Police chief Tony Bettencourt has requested $40,000 to buy a new police cruiser. Budgetary restraints in recent years have curbed new vehicles, and the department is playing catch up to get back on a normal buying schedule.

Voters will also be asked to spend $8,900 for retroactive payments for a traffic officer and four special officers whose pay rate has been incorrect for two years due to an accounting error.

In order to turn two lots of land in Ocean Heights into affordable housing sites, voters will need to approve two articles; one asks to transfer ownership of the land from the tax collector to the town selectmen and the second to convert the land into affordable housing. At a selectmen’s meeting two weeks ago, town administrator Pam Dolby said the town was eager to start the process as the land has turned into illegal dumping grounds in recent months.

Voters also will be asked to approve a transfer of $256,000 from the town of Oak Bluffs to the Edgartown general revenue fund as payment for a dredging project in Sengekontacket Pond.

Edgartown wastewater commissioners are asking to amend an article from an October 2009 special town meeting that authorizes the commission to use surplus grant funds to buy pumps being installed at the low-pressure sewer system in the Island Grove neighborhood. The pumps will now be paid for by the residents of Island Grove.

Voters will be asked to adopt a series of personnel bylaw amendments changing positions at the council on aging. And they will also act on $1,900 in unpaid bills from last year.
