The Chilmark selectmen this week discussed the details of a management agreement for the Middle Line Road housing development, which is due to be finished now in August.

A minimum rent scheme for the property was approved and selectmen are still working on a management agreement with O’Brien Property Management. David Vigneault, executive director of the Dukes County Regional Housing Authority, attended the Tuesday selectmen’s meeting.

Selectman and board chairman Warren Doty said quality control problems flagged earlier have been worked out with Seaver Construction, the contractor for the job.

Before calling the meeting to order, selectman Frank Fenner asked for a moment of silence in honor of the late Danny Bryant and the selectmen shared a few memories of the longtime Vineyard outdoorsman and tradesman. Mr. Bryant died on June 9.

The selectmen also announced a ceremony will be held in Menemsha on July 12 at 5 p.m. to mark the reopening of the dock exactly one year after a devastating fire destroyed the historic Coast Guard boathouse. The boathouse has not yet been rebuilt.

Following brief debate, selectmen voted 2-1 to back a request from the Massachusetts Public Interest Research Group (MASSPIRG) to support an initiative to expand the bottle bill to include bottles for water, flavored teas and sports drinks. Mr. Fenner was the odd man out on the vote. “It seems to me like an added cost for everybody,” he said.

But selectman Jonathan Mayhew had another view. “It’s silly that we only have [returns for] Coke and Pepsi and not our bottled water that we have everywhere,” he said. Mr. Mayhew and Mr. Doty voted to support MASSPIRG’s request. The selectmen also agreed to place recycling barrels in Menemsha and on the beaches.

In other business Tuesday, selectmen:

• Reported on the town center path improvement project. Paths are planned from the bank to the community center, from the community center to the library, from the library to the post office and from the post office to the Chilmark Store. Their purpose is to create safe walkways for nighttime use after events taking place around Beetlebung Corner. Possible enhancements would add a path from the town hall to the library and community center area. A proposal to change the Chilmark Store parking lot would eliminate six spots in front of the store and improve the design for diagonal parking spaces along the side of the store. The selectmen commented that the informal process has not been successful and they will solicit help from Mass Highway.

• Appointed Karin Wetmore to the town historical commission and the community preservation committee.

• Approved a third traffic officer, Nicholas Wood, for the summer.

• Voted to deny a contract proposal from Comcast, a procedural move that will allow ongoing contract negotiations with all Island towns to continue. A new deadline of Sept. 16 has been set for reaching a contract.

• Announced that the Army Corps of Engineers will be taking core samples on the beach from July 10 to July 15.
