After a Vineyard Haven woman and her young son were injured in a vicious dog incident in Vineyard Haven last weekend, Tisbury town officials are evaluating the response by the town animal control officer.

Tisbury police responded to a home on State Road on Saturday, June 13 shortly after 8:30 p.m., where they found Kenneth Bilzerian, the owner of three American bulldogs, trying to subdue two of the animals, reports said. In a nearby garage, they found Yuliya Bilzerian and her son, who were bleeding from serious bite wounds.

Ms. Bilzerian and her son were transported by ambulance to the Martha’s Vineyard Hospital for treatment, and Ms. Bilzerian, who is 27 weeks pregnant, was later taken by MedFlight to a Boston hospital, according to police.

Animal control officer Laurie Clements ordered the three dogs confined to the home, in the care of Mr. Bilzerian, for 10 days. Police said Ms. Clements intended to recommend to selectmen that the dogs be neutered.

This week, town administrator John (Jay) Grande said he will meet with Ms. Clements to get an understanding of her decision not to take custody of the animals.

“I have a number of questions about the protocol and process,” Mr. Grande said. “She made it clear that she made the judgment they were able to be safely and effectively quarantined with the owner.”

Ms. Clements could not be reached for comment.
