Angelica and Silomar Balbino of Vineyard Haven announce the birth of a daughter, Tiffany Belo Balbino, born on Jan. 21, 2009, at the Martha’s Vineyard Hospital. Tiffany weighed 7 pounds, 8.6 ounces at birth.
