Jane and Humberto McGroarty Sampaio of Oak Bluffs announce the birth of a daughter, Cecilia Eileen McGroarty Sampaio, born Feb. 5 at the Martha’s Vineyard Hospital. Cecilia weighed 8 pounds, 4 ounces at birth.
