Island and state police are investigating the death of a Fall River man who reportedly fell off a ladder at a worksite in Edgartown Tuesday. 

Jose Luis Collaguazo Crespo, 32, was working at the Meshacket Commons project under construction on Meshacket Road early Tuesday morning at the time of the fall, officials said. 

The incident was reported at about 7:45 a.m., and Mr. Crespo had fallen about two stories onto the concrete basement of the unfinished building, said Edgartown police chief Christopher Dolby and the Cape and Islands District Attorney’s Office. 

Firefighters worked to get him out of the basement and brought him to Martha’s Vineyard Hospital, according to fire Chief Alex Schaeffer. 

Mr. Crespo was later pronounced dead at the hospital.

“Our hearts go out to the family, friends and coworkers,” Chief Dolby said. 

A spokesperson for the district attorney’s office said the incident was being considered an industrial accident. 

“Our office is monitoring the situation, but as of now, there is no active criminal investigation,” the district attorney’s office said in a statement.

The Occupational Safety and Health Administration (OSHA) was informed of the incident and the federal agency is conducting an inspection into the builders. 

Dellbrook JKS is the general contractor for the Meshacket project.

“The safety and health of everyone who works on our sites is our highest priority, the passing of Mr. Crespo yesterday is a very sad and unfortunate event,” said Robert Carson, Dellbrook’s director of safety and risk management. “Our thoughts are with Mr. Crespo’s family and friends at this time. Currently, the accident is still under investigation and Dellbrook is working closely with the OSHA and the other involved authorities.”

OSHA is also inspecting Empire Builders, a construction firm from Pawtucket, R.I. that was involved in the project. James Laly, a spokesperson for OSHA, said the investigation was being done to determine whether there were violations of workplace safety standards.

A representative at Empire Builders Wednesday declined to comment on Mr. Crespo’s death, saying he wished to preserve the family’s privacy. 

OSHA has up to six months to complete its inspection, and there is no estimated completion date. Mr. Lally declined to go into detail about the incident, citing the ongoing investigation. 

Meshacket Commons is planned to be a 40-unit affordable and community housing project, developed by the Vineyard based-nonprofit Island Housing Trust. 

A groundbreaking ceremony for the development was held in November and officials hoped residents would be able to move in by early 2026.

Breeze Tonnesen, the chief administrative officer of the nonprofit developer, expressed condolences to Mr. Crespo’s loved ones, but declined to comment further.

“The IHT board and staff are saddened by this loss and our hearts go out to the family at this difficult time,” she said.
