State auditor Diana DiZoglio has embarked on an audit of the Steamship Authority.
Ms. DiZoglio on Wednesday confirmed that her office was doing a routine audit of the ferry line, with an eye toward compliance with the Steamship enabling act and bylaws, conflict of interest training, settlement agreements, including those with non-disclosure agreement language, and procurement.
Regular audits of the Steamship are required by state law and the last one was conducted between 2020 and 2021, with a report released in 2024.
While the last one looked at cybersecurity, this latest audit will focus on the ferry line’s compliance with the Steamship enabling act and bylaws, settlement agreements, including those with non-disclosure agreements, and procurement practices, according to Ms. DiZoglio.
Steamship general manager Alex Kryska notified the ferry line board of the audit on Tuesday.
“They do these about every three years [and] it’s been four years since our last state audit, so we’re not surprised by this,” Mr. Kryska said.
The audit comes on the heels of a scathing report by the state inspector general’s office that called out the Steamship Authority for wasting millions of dollars on a since-shelved website.
Ms. DiZoglio, who recently visited the Vineyard for official business and a campaign event, said she had heard from several Islanders with concerns about the Steamship, and her work would build on the inspector general’s findings.
“The topics of this audit and this scope of the audit was informed by the inspector general’s report,” she said, while adding that they will be distinct in order to not duplicate efforts.
“They do their part and we do our part,” she said.
Ms. DiZoglio said her office recently moved from the preliminary information gathering phase to initiating the audit.
“We are looking forward to conducting the audit,” Ms. DiZoglio said. “We are pleased that the management is signalling their strong willingness to cooperate.”
The state auditor’s office is also looking into auditing state offices that interact with the Wampanoag Tribe of Gay Head (Aquinnah) after Ms. DiZoglio said she heard concerns from tribal members about billing rendered by MassHealth.
